Winteruni Baikal vom 30.01. - 24.02.2014

Die Baikal Winter Universität der State University of Technology in Irkutsk (Ost-Sibirien, Russland) organisiert jedes Jahr eine Ideenwerkstatt zu Städtebau und Architektur. Der internationale Studentenaustausch soll Vorschläge für die Entwicklung der Stadt Irkutsk generieren. Thema der kommenden Winteruniversität vom 30.1. – 24.02.2014 ist Nachverdichtung:
"Old low-rise apartment building makes about 6% (739 thousand sq. meters) of the amount of housing, which is 280 hectares of the city land. At the same time, there are no territories suitable for residential building - considering the growing amount of housing for citizens, there is no other way, except for reconstructing already developed territories. According to Russian law system, there is a special procedure for the territories with dangerous apartment buildings and with the ones to be demolished. More precisely, the open auction is held to get a right of signing the investment agreement with the local body about new development of the territory. This agreement would determine the conditions and the volume of participation of both parts in the development. In the reality investor is the one to bear the expenses on finding new accommodation for people, who live in old buildings and on building the necessary infrastructure facilities. This fact inevitably drives to the building of high density residential areas on the developed city territories. How is it possible to avoid such negative consequences of densifying, as the neighbor territories infrastructure overload, city ambience degradation, lower attractiveness of the developing residential areas, while building on the already developed territory?"
Die Teilnahmegebühren betragen 300 Euro. Der Flug ist selbst zu organisieren. Eine finanzielle Unterstützung von je 500 Euro erfolgt durch die KUG. Für die Winteruni steht beim DAAD im Programm Go-East zusätzlich eine separate Fördermöglichkeit zur Verfügung; Bewerbungsschluss ist der 10. November. Beim PROMOS kann ebenfalls noch Unterstützung beantragt werden.
In Absprache können je nach Vertiefungsgrad für die erfolgreiche Teilnahme ein Stegreif-, Seminar- oder Entwurfsschein vergeben werden.
